Referendum Design and Contingent Valuation: The NOAA Panel's No-Vote Recommendation

چکیده
This paper considers the effects for offering a "would-notvote" option in contingent valuation (CV) questions framed using the referendum format. This approach arises from a suggestion made by the National Oceanic and Atmospheric Administration's (NOAA) panel on contingent valuation. The NOAA panel was asked to evaluate the use of this method for estimating the economic value of nonmarketed environmental resources in the context of natural resource damage assessments. This test used the CV questionnaire developed for the study of the Exxon Valdez oil spill conducted by the State of Alaska with in-person interviews. The findings suggest that when those selecting the "would-not-vote" response are treated as having voted "against" the program (a conservative coding), offering this option does not alter (1) the distribution of "for" and "against" responses (2) the estimates of willingness to pay derived from these choices, or (3) the construct validity of the results.

Using contingent valuation to value a noxious weeds control program: the effects of including an unsure response category
The National Oceanic and Atmospheric Administration Contingent Valuation panel recommended that a response category be included along with the vote in favor and vote against options associated with a referendum contingent valuation question that allows individuals to express lack of a well defined opinion. However, the recommendation did not include guidance on how to analyze such responses. In...
متن کاملWillingness to Pay: Referendum Contingent Valuation and Uncert
The use of contingent valuation (CV) methods to estimate benefits has become increasingly common in project analysis. Ever since the NOAA Blue Ribbon Panel Report in 1993 (NOAA, 1993) recommended the use of the referendum form of CV, it seems to have become the method of choice in practical settings. Referendum-type questions are thought to be easier to answer than the open-ended variety. But t...
متن کاملDynamic Learning and Context-Dependence in Sequential, Attribute-Based Contingent Valuation
A hybrid stated-preference model is developed that combines the referendum contingent valuation response format with an experimentally designed set of attributes. A sequence of valuation questions is asked to a random sample in a mail-out mail-back format. Econometric analysis shows that willingness to pay for policy attributes is formed dynamically.

We empirically investigate the effect of the payment mechanism on contingent values by asking a willingness-to-pay question with one of three different payment mechanisms: individual contribution, contribution with provision point, and referendum. We nd statistical evidence of more af rmative responses in the referendum treatment relative to the individual contribution treatment, some weak s...
متن کاملAnchors , Endorsements , and Preferences : A Field Experiment
This study investigates how access to political endorsements affects stated preferences for an environmental public good in Switzerland. We developed a contingent valuation survey questionnaire with two valuation questions, the first formulated as a (hypothetical) policy referendum, the second an open-ended WTP question. For the referendum question we solicited endorsements from a range of poli...
